1st Count of Evreux. He was also archbishop of Rouen, 989-1037. He was appointed to the see as early as 989, and he was closely associated in the government of the duchy. In 1028, when he attempted to restrain his nephew, duke Robert I, from allowing his nobles to enrich themselves at the expense of the church, Robert besieged him at Evreus and forced him into exile. He promptly placed Normandy under an interdict. Reconciled by 1030, archbishop Robert Òwas the dominant force in Normandy, and responsible. . .not only for the increased prosperity of the duchy during the remainder of the reign of duke Robert I, but also in large measure for the conditions which were to make possible the succession of William in 1035. He was Òruthless, mundane, and capable.Ó
