Remarks:
Military and statesman, participant in the First World War. From April 1917 he was a member of the Bolshevik Party. Chairman of the Stanitsa Council. In June 1918, he was elected chairman of the Verkhneuralsk District Executive Committee of the Soviet. From September 1918 to March 1919, he was the commander of the 2nd Brigade of the 30th Rifle Division. From 1920 he was People's Commissar of Internal Affairs and Chairman of the Cheka of the Bashkir ASSR. From June 1921, he headed the bodies of the Cheka and the OGPU in Saratov, Karelia, the Volga District, Kazakhstan, and the Lower Volga Territory. In 1931, he was the head of the Main Police Directorate of the OGPU. He was a member of the All-Russian Central Executive Committee and the Central Executive Committee of the USSR, a delegate to the XIV, XV, XVI congresses of the All-Union Communist Party (Bolsheviks). He was awarded the Order of the Red Banner, the badge "Honorary Chekist".

In 1937 he was shot along with his brother.
